Construction & trades tenders in the South East

The South East is the largest regional construction market outside London, and its public works pipeline is more fragmented than the consolidated northern regions. Major building projects above £1m are frequently routed through the Southern Construction Framework - the long-running joint venture between Hampshire and Devon County Councils that runs the region's schools, blue-light and civic build programmes and has delivered over £10bn across the southern estate. Alongside it, Kent, Surrey and the two Sussex county councils each let their own frameworks and higher-value works, with Kent in particular running a dedicated portal, so the notices genuinely sit in several places at once.

NHS estate work is a distinct and growing stream here. Large acute trusts such as University Hospital Southampton, Portsmouth Hospitals University and Oxford University Hospitals carry ageing estate and RAAC-remediation pressure, while the Kent & Medway, Surrey & Sussex and Hampshire & Isle of Wight ICBs shape the primary-care and community-estate demand behind it. Trades and works packages flow both directly from trust estates teams and through national construction routes - SCAPE, Pagabo, Procure Partnerships and GCA - rather than a single regional portal.

The sharpest current signal is retrofit and decarbonisation. Southern housing associations, district councils and universities are pushing social-housing and public-building net-zero programmes, much of it procured through LHC's Retrofit & Decarbonisation (N9) framework, Pagabo's decarbonisation lots and Fusion21 - fabric upgrades, heat pumps, solar PV and energy-efficiency works. For a regional trades or works contractor, the advantage is not chasing every notice but picking the framework calls and packages that genuinely fit your capability and locality.
