Healthcare & care tenders in the North East

Health commissioning in the North East is unusually concentrated in one body. NHS North East and North Cumbria ICB - the largest ICB by geography in England, planning care for around 3.1 million people across thirteen local authorities - decides how the regional NHS budget is spent, and its provider selection now runs under the NHS Provider Selection Regime rather than the open-competition rules that govern most other sectors. On the acute side the region's spend clusters around a handful of large trusts - Newcastle Hospitals, one of the biggest teaching trusts in the country, alongside South Tyneside and Sunderland, Gateshead Health, South Tees and the CNTW mental-health and community trust. A great deal of their clinical, estates and non-clinical buying is called off through NOE CPC, the NHS-owned North of England procurement collaborative, and through national hosts such as NHS SBS, HealthTrust Europe and NHS Commercial Solutions rather than advertised as standalone competitions. Social care is a separate market again, and here the buyers are the councils. Durham County Council and Northumberland County Council run their domiciliary-care, reablement and residential provision through select lists, dynamic purchasing systems and commissioning frameworks, much of it appearing on NEPO's 'Open' portal or the councils' own systems rather than the national sites. For a care provider that means watching council commissioning routes and the NHS frameworks in parallel - two very different procurement worlds sitting inside one region.
