Social care is where Scotland diverges most sharply. Under the Public Bodies (Joint Working) (Scotland) Act 2014, health and social care are integrated through 31 Integration Joint Boards, which direct councils and boards to deliver against a strategic plan. In practice the councils remain the contracting authorities for most care - outsourcing a large share of care-home and care-at-home provision to independent and third-sector providers - and they buy collaboratively through Scotland Excel's national social care frameworks and through local Dynamic Purchasing Systems for care and support. Care reform is live: the former National Care Service plans have been recast as the Care Reform (Scotland) Bill, so providers should watch how commissioning routes and framework structures evolve rather than assume the English picture applies.

The practical upshot is that a Scottish health or care pipeline is built on different rails: PCS and PCS-Tender for open notices, NSS National Procurement frameworks for NHS supply, and Scotland Excel plus council DPS routes for the care market. Scottish regulated thresholds are lower - roughly £50k for goods and services - so more care and clinical work is published formally rather than handled by quiet quotes, which is good news for smaller providers who know where to look. Buyers here reward providers who write in Scottish terms - fair work first, community wealth building, the real Living Wage and place-based outcomes - not England's social value TOMs.
