Healthcare & care tenders in the South West

Health and care in the South West runs on two separate procurement rails, and you have to watch both. Clinical, corporate and estates spend from the region's acute trusts - University Hospitals Plymouth at Derriford, Royal Devon University Healthcare, Torbay and South Devon, and the Bristol and Weston trusts - is largely called off national framework hosts such as NHS Shared Business Services and HealthTrust Europe, then advertised on Find a Tender. The six ICBs (NHS Devon, NHS Cornwall and the Isles of Scilly, NHS Somerset, NHS Dorset, NHS Gloucestershire and BNSSG) commission community and place-based services under the NHS Provider Selection Regime rather than the Procurement Act, so the notice, the scoring and the challenge routes all look different - something a generic aggregator rarely flags.

The adult social care side sits with the county and unitary authorities, and the South West has been actively reshaping how it buys. Cornwall replaced its Home Care Dynamic Purchasing System with a zoned Home Care Alliance model in late 2024; Somerset commissions through its Home Care DPS and the Specialist Adult Support in Somerset (SASIS) DPS; and Devon runs its domiciliary and supported-living framework at county scale. A lot of this care work, plus the smaller quotes, is advertised through Supplying the South West on ProContract rather than the national portals - so if you are only watching Find a Tender you will miss the council-side pipeline entirely.

Geography is the defining feature here. This is a dispersed, largely rural region where a Truro provider and a Gloucester provider are not really competing for the same lot, and buyers routinely break care contracts into local zones and smaller packages. That is genuinely good news for a well-run SME - but only if you can tell an in-reach lot from one three counties away, and can answer the local-workforce, continuity-of-care and rural-coverage questions that South West care commissioners actually score on.
