Wales does not run the English structure: there are no Integrated Care Boards here. Clinical and non-clinical NHS spend is procured across seven local health boards - Betsi Cadwaladr, Aneurin Bevan, Cardiff and Vale, Swansea Bay, Cwm Taf Morgannwg, Hywel Dda and Powys - together with the national trusts (Velindre University NHS Trust for cancer and blood services, Public Health Wales and the Welsh Ambulance Services NHS Trust). Social care sits with the 22 councils and their Regional Partnership Boards, and it is governed by Welsh law rather than English guidance. Commissioning of domiciliary, residential and supported-living care follows the Social Services and Well-being (Wales) Act 2014 and the National Framework for the Commissioning of Care and Support, which push an outcomes-focused, place-based approach over lowest price. A provider bidding for home care or a care contract in Wales is answering to that framework and its Code of Practice, not to a generic services template.

Two portals matter in parallel. Above-threshold health and care notices publish on Find a Tender, the UK-wide service, while a great deal of Welsh public-sector work - NWSSP frameworks, council care contracts and quick quotes - is advertised on Sell2Wales. Layered over all of it is the Well-being of Future Generations (Wales) Act and a stronger social-value expectation, so Welsh buyers consistently reward suppliers who can evidence local benefit, Welsh-language provision where relevant and long-term community outcomes alongside clinical or care quality.
