Councils including Leeds, Sheffield, Kirklees and North Yorkshire commission domiciliary care, care-home placements and supported living through dynamic purchasing systems and framework contracts - Kirklees, for instance, runs a DPS for domiciliary care, and much of this council buying is advertised on YORtender, the region's shared ProContract portal, rather than on Find a Tender. A care provider watching only the national sites will miss the bulk of what its local council is actually purchasing.
