Construction & trades tenders in London

London's construction demand is driven by two forces a generic aggregator will never separate: a borough-led homebuilding boom and an ageing estate that has to be made safe and warm. Through the Mayor's Building Council Homes for Londoners programme, 26 of the 32 boroughs are delivering new council homes at scale - Newham through its wholly-owned company Populo Living, Southwark working with delivery partners across dozens of infill sites, and Ealing and Croydon running substantial pipelines of their own. Add the GLA family's capital works - TfL station and infrastructure packages, and the 8,000-home Old Oak Common regeneration led by OPDC - and the buyer base here is unusually concentrated in a handful of very large, repeat clients.

Much of this work is let through frameworks, and London has one built for it. LHC - originally the London Housing Consortium - runs the Public Buildings Construction (PB3) route and has launched a £1bn housing, regeneration and demolition framework covering new-build residential, estate regeneration, demolition and enabling works. Alongside it sit SCAPE, Pagabo and Procure Partnerships for major and medium schemes, while the retrofit wave - post-Grenfell fire safety, damp and mould remediation, and net-zero decarbonisation of social housing - increasingly flows through Fusion21's £1.5bn Decarbonisation Framework, which demands TrustMark and PAS 2030:2023 compliance. For a trades SME, the framework you can realistically qualify for matters as much as the borough you want to work in.

The distinctive London challenge is competition and fit, not scarcity of notices. Because so much passes through frameworks and national routes such as GCA and Find a Tender - as well as the shared London Tenders Portal for smaller borough works - the winning move for a smaller contractor is to target the lots, sub-values and social-value expectations that genuinely match the firm, rather than chasing every opportunity in the capital. London buyers reward demonstrable local labour, apprenticeships, and carbon and safety credentials, so the bid has to speak that language precisely.
